Associate Director- Research and Evaluation

Job Description

The Research Division at USC Shoah Foundation – The Institute for Visual History and Education seeks to foster, produce, and disseminate original research grounded in the Institute’s Visual History Archive through its variety of programs and activities. By sponsoring scholar and innovation labs, research awards, public presentations and convenings, the Research Division aims to create opportunities for creative interdisciplinary collaboration and to promote linkages among scholars while producing and sharing important discoveries with the community at large. In addition, the Research Division undertakes and facilitates monitoring and evaluation activities that are foundational to the Institute’s strategic plan. With dozens of active programs throughout the Institute, monitoring and evaluation is essential to quality assurance, program improvement and sustainability. The Associate Director of Research also will, in consultation with the Senior Director of Research and Evaluation, develop the strategic direction of monitoring and evaluation activities in support of the Institute’s strategic plan.

Within the context of the Institute’s expanding presence at USC and globally, the Associate Director of Research and Evaluation is responsible for ensuring all monitoring and evaluation is effectively and efficiently implemented within the parameters of Institute programs and budgets, including overseeing and contributing to the development of M & E plans, implementation, tracking and reporting on all M & E efforts, preparing reports, briefs as well as to formatively assess for program effectiveness and sustainability.

The incumbent will also help manage budgets and ensure quality assurance of all monitoring and evaluation efforts per established protocols and best practices in social science research and will ensure regular professional development of staff where needed, establishment and monitoring of efficient and streamlined work processes, developing data management and retrieval systems that support work processes and effectively working to ensure a positive customer service culture.



  • Design the Institute’s evaluation framework in accordance with strategic plans. Lead all programmatic monitoring and evaluation activities of existing and new programs as needed in consultation with teams.
  • Identify and manage effective partnerships with third party evaluators and others in academic and M &E field to ensure deliverables as needed.
  • engage stakeholders/participants (e.g. school districts, schools, organizations) in deeper evaluation partnerships
  • Develop comprehensive data management systems and strategy to ensure readily accessible and maximum use of data for programmatic teams, leadership and other stakeholders.
  • Develop and execute fundraising strategies with external Advancement team.


  • Strengthen or improve the design, development and implementation of a comprehensive M&E system, including from design, data collection, management and reporting to support quality, consistency and timeliness.
  • Oversee all data collection efforts, including queries, evaluation, surveys, assessments, and qualitative studies and support project teams’ use of data for decision-making. Ensure data quality through data quality assessments, data cleaning, verification, and validation.
  • Ensure rigorous standards are applied in the development of all monitoring and evaluation activities.

Internal Support and Management

  • Work directly with fundraising and communications/marketing teams to prepare findings/learnings from M & E for external audiences.
  • Facilitate Institute-wide use of data and making data actionable for the Institute’s internal teams as well as our external partners where appropriate.
  • Serve as an accessible, supportive cross-functional / cross-regional leader–this work is in service of many others and working collaboratively across stakeholders will be key to success for this role and our evaluation program
  • Actively engage the internal evaluation advisory committee (4-6program team members who support evaluation efforts) and evaluation fellow/interns to support both strategy development and analysis
  • Contribute to a culture of learning, inquiry, experimentation, understanding of and tolerance for risk, and a commitment to learning from failures
  • Serve as an accessible and supportive leader within the Division and Institute, as the work of M & E is in service of the Institute and working collaboratively across stakeholders will be key to success for this role and the evaluation program



Professional Qualifications/Experience

  • Minimum Master’s in social research, research methodologies, measurement and evaluation or similar. PhD highly preferred.
  • Minimum 7 years of experience in evaluation design and implementation, including
  • 5-7 year of experience managing staff and/or unit within an organization
  • Progressive experience conducting and overseeing evaluation in a higher education context or non-profit organization
  • Deep knowledge and experience in statistical analysis and techniques for impact evaluations; strong quantitative and qualitative data gathering and analysis skills, including survey design, experience with a variety of evaluation theories, tools and techniques.
  • Experience and knowledge with continuous improvement to evaluation, motivated by the role evaluation can play to assess programmatic impact, guide innovation, and improve organizational effectiveness and sustainability
  • Experience using data management systems, including data entry, extraction, and analysis. Demonstrated ability to perform complex data analysis utilizing Microsoft Excel, SPSS, Nvivo, Tableau, and other tools.
  • Experience creating systems and work processes to support collection, analysis, and reporting of qualitative and quantitative data for program and organizational learning
  • Strong project management skills and experience using project management tools
  • Demonstrated ability to lead strategy, charting out and implementing action plans to achieve ambitious goals
  • Strong communication skills that enable the incumbent to be a strong external representative of the Institute’s work as well as a clear internal communicator
  • Cultivation of own line of research and dissemination a plus
  • Creative problem-solver

Additional Preferred Qualifications

  • Demonstrated experience working within educational environments (e.g. K-12, higher education)
  • Knowledge and experience working in any of the following general areas: k-12 teaching, classroom-based evaluation; diversity, equity and inclusion; genocide/mass atrocity, human rights, antisemitism, oral history/testimony/memory studies
